Attention: These Laws have been approved by the council of 213 E.C.E. (Elvin Common Era) and go as followed:

1) All factions shall register in the Administration Building in order to conduct contractual aggreements with second, third, or fourth party groups.
a) Groups, guilds, factions, bands, and clans shall not be recognized as legal 'denzens' until signed on with the administration. There the colors, signs, symbols, and nature of each group shall be known.
b) Any sub factions of such groups will be granted limited protection under the main groups registry, but are not allowed to partake in contract assignments unless given written concent by the main faction to do so. All document seals regarding a group shall be known in advance.

2) All contracts are binding. All parties involved in contracts must adhere to set contracts and the bylaws within. Breakers of any legal contract shall be punished according to the bylaws of set contract.
a) Only factions registered to perform death contracts, i.e. (assassins guild, mercinary groups, death squads, military, etc.) shall be granted immunity to the laws of killing under such contractual aggreements.
b) Two-party contracts shall be allowed so long as the second party is allowed to perform such contract for the first. Those that break their charter shall be stripped of all contractual rights, fined, and the leaders shall be prossecuted to the full extent of the crime.
c) All contracts shall be logged in with the administration before any contract is allowed to be fulfilled. Only exceptions are the death contracts, which shall be held upon the person(s) until contract has been fulfilled. Once the party is eliminated, the contract shall be registered.
d) No contract shall be viewed by outside groups unless given written consent by contracting faction. All contracts shall be placed with a seal and a ward to keep from tampering.

3) No seal or ward breaking allowed within the city walls. First offense: 2000 gold fine. Second offense: 10,000 platinum fine with 2 years in Maze Prison. Third offense: Death Pentalty. Seals and wards are up for everyones protection. If one has a problem with a curent placement of a seal, talk to your district office.

4) All things demonic shall be banned from the city. Due to constant war with the Dark, no items, not even under contractual law, shall be allowed in that poses anything of demonic nature. Only exceptions are those with demonic blood. Those with a blood degree under 75% shall be allowed to roam the city streets.
a) Those with demonic blood must register. Failure to do so will be punished according to blood degree and intent.
b) Blood degrees of over 75% will be asked to leave due to violent nature, and constant war status with Dark.
c) Anyone with demonic blood that commits a crime of any type shall be thrown into Maze Prison. This is for both your protection and the cities.

5) To speak with a council member, one must go through the appropriate channels. Direct contact, unless prompted too, is not allowed. This is in light to the many assassination attempts that have plagued the council throughout the many centuries.
a) Personal friends, and family members are immune to this law.
b) Servants and underlings are also immune to this law.

6) Disputes between species shall be handled by the council, or through contracts. All creatures shall lodge their complaints to their representatives on the council. Those that do not have representatives shall be heard by the entire council.
a) To gain a council seat, one must request, in writing, which seat to open up to allow. You must show a majority within the city of set species.
b) All species shall be represented by their district offices. A district office shall be held in the Administation Hall, and be open to the public 36/9.

7) Though at a constant state of war with Dark, a curfew shall only be put into affect during actual attacks.
a) Emergency situations, such as natural desasters, or political assassinations, shall give cause to curfews.
b) Only the military, guard force, and police force shall be out after the curfew. All citizens, including political figures, shall remain indoors until curfew is lifted.

Laws shall be added per approval of the council.
